He is merely shrinking the image which keeps its integrity during resizing from a larger picture to a smaller size....if he were to take a small picture...say 240x 150 and resize it to 720x480 then it would pixelate but not the other way around.
If he said "resize it to 6"x4" then that would not affect pixels but since he said "resize it TO 640x480" then the implication is that it is not 640x480 to start with. And if you start with a large image like 1024x768 and reduce it to 640x480 you will lose detail because there are fewer pixels.

yeah if you make a low res pic larger, photoshop would take existing pixals and create new ones. so it gets pixalated

You have it backwards my friend it does not lose clarity when downsizing the image whether you do it by inch or pixel.
