layers is easy just create a new layer on a picture and play around with it already....its really simple to do.

He is merely shrinking the image which keeps its integrity during resizing from a larger picture to a smaller size....if he were to take a small picture...say 240x 150 and resize it to 720x480 then it would pixelate but not the other way around.
