i ****ing hate concept cars
It all depends man...
Viper stayed pretty close to its concept.. except for the headlights.. the first viper had its headlights IN the hood... and the hood would rattle at speed.. so they did change that and some other small things.
My PT Cruiser is pretty much its concept counterpart- except for the more noticeable bumpers in front and rear, for safety.
350Z was pretty true to concept if i remember right.
It all depends on the budget of the design team. Sometimes you get a lot of money (like Ford got for the stang) they can do CRAZY stuff to a car, cause they have it in the budget. I remember the Dodge Copperhead.. it was this crazy step-down to a Viper car, and it had its own custom interior built for it, and it had custom Goodyears with FLAME TREAD!
but sometimes they don't get any money, I.E. Prowler. Prowler had almost NO budget to work with.. they had to use over the counter parts on most of the car. it didnt have its own engine.. it had an LHS platform/engine/modified to RWD LHS tranny, Jeep Grand Cherokee Steering wheel, and generic Chrysler buttons and switches.
And some concepts are just design studies.. what can we do to a car, and what can we make it look like and how can we integrate different things into it. IE the clear Honda X prototype with scooters in the doors.
lastly, i think it also has to do with the Company that is doing the concept. Ford and Chevy SUCK at bringing out new cars. take the SSR concept truck from Chevy.. that thing is like 5 years in the works for it to be sold. Those 2 hardly EVER stay true to concept, if they even build the car in the first place. They are too conservative in their business approach, don't want to lose customers.
Chrysler and most of the Import Cars, stay true though. Chrysler, has built the 2 fastest concept to production cars of all time: Viper and PT Cruiser. Viper took 2 years to do, PT Cruiser took only 18 months. (FYI, i am a mopar fanatic).
So its just gonna depend man.. i wish it would stay more true to concept.. but it depends on whose making the car.

That is a GM concept. And its POSSIBLE that car might come out, but it wont have that HP rating.. it is possible that some of that styling will go into newer cadillacs though.
dodge is going in the wrong direction with the viper, they're trying to take a car that has so many fine swooping lines and turning it geometric....
i can't wait to see what Ford does with their new preformance luxury car (can't remember the name)but with a 455 bells and whistles, once the kinks are worked out it'll be slick

its not really swooping lines any more.. its very hard-edged and aggressive looking.. i kinda like it.
and the Ford Concept is the GT40.. and that thing will be nice except for its 125K price tag and limited production

The car you are speaking of is the Cadillac 16 and is possibly one of the sweetest concept cars out right now. Cadillac has a pretty decent history with concept cars though...most recent example being the CTS, Escalade, Escalade EXT, the redesigned El Dorado and Seville.
So the possibility of the 16 actually being made is actually a bit higher than you may think

That Cadillac 16 is pretty slick, I must admit. 
I too think that the new Viper is a perfect evolution of the first gen. No longer having to construct the roof is a big plus, the way I see it. And I love the purity of line. Nummy.
