that all depends on which high tech field you're in.. if it's programming, web design, etc..... well.. programmers and web designers are a dime a dozen these days. i know in my field, RF engineering, the job market is booming and has been for at least the last 6 months. these companies just can't get enough people to fill all their positions.

tech market is screwy... most places are still a bit conservative. They aren't going to hire just anybody off the streets anymore

A lot of design places are hiring freelancers instead of in-house designers cause it's cheaper. And there a many more graphics jobs than industrial design.
