Computer people...
1. Switch the battery
2. make sure all the power connectors are plugged in correctly
2. Clear the CMOS memory before you turn on your computer again. There are 3 pins on the CMOS header, Pins 1 and 2 are for normal operations and pins 2 and 3 are for memory clearing purposes. Switch the jumper to pins 2 and 3, wait a few seconds, and switch the jumper back to pins 1 and 2 before you turn on the power supply and the computer.

same thing happen to mines, i finally got it up after so mand problems, first i burnt the chip out, and it did actaully start and power the fans, then when i got the new chip, it didnt even start, crappy powersupply with the case, i would try a known good PSU and see if that works.
