I have no clue why you can't get there.

I tried to get a DHCP resolution on tumblr.com and came up with 174.120.238.130

I can't get there, doesn't exist.

I honestly don't know what is the deal.

It's not the browser, it's either your computer or your connection.

Do you have a PC around you can try from?

I'm fantastically retarded when it comes to Mac's

Loads fine on a PC. I was at another location today (on my Mac) and using a different connection. Still no go. So fucking confusing.

Someone would have to confirm, but i think DNS is resolved at the ISP....

I could be wrong.

I mean that everything on that connection should use the same name server, so if one works, it excludes it as a problem.

Reset your router if you have one and you modem. Worked for me in the past. Otherwise call ISP and ask.
