Tark, are any old factories converted to apartments out there?
Do any basement apartments have their own electrical meter separate from other living quarters?

Normally those are two of many factors that would make an apartment illegal in NYC

My mom rented our basement apartment in the house I grew up in for years. No issues. :dunno:
