city is not paying for that. they are paying for all the cops to be out there to control the people and traffic
technically the city could have stopped it from happening, but it probably wouldn't have been the politically correct thing to do.
Jacksons are basically just having an event at the Staples Center. ...just like a concert or something. City doesnt pay for the concert.

I wonder how many people will now goto the mayor's office asking the city to pay for their funeral services. If you are going to do it for MJ, then why not any other private citizen...yeah sure he was a pop icon, but everyone should be treated equally, which in this fucked up society doesn't happen...more monies you got the more you get away with...
