Default Network Peeps - Need Help

I am staying in an apartment that has building-wide internet access through a hard-wired ethernet jack. It never worked property, but I was able to get an IP address to access the net through releasing and renewing the IP address. However, that has stopped working and I spoke with the administrator who gave me a static IP to use, a subnet address and a router address. However, he did not provide me with the DNS server address. Is there anyway to figure out the DNS server address based on the static IP or the router address?

Hmmm, maybe try the router address to get the DNS info? 173.0.31.1?

[homer]$ dig -x 4.2.2.2

Yeah, but it sounds to me like the router isn't doing dns forwarding or recursion. Based on the rest of what he described, it's all kinds of fucked up. The servers I posted are root servers. If they don't work, port 53 is blocked... which would kill anyone's surfing experience if there's not a DNS server on the local subnet that you can use.

None of those DNS servers are working. I think that the internet is uber fucked up in this place. And the IT guy is absolutely worthless -- and I empathize with IT personnel being drastically under appreciation.
