Private citizens can sell without an FFL as long as they are not doing it for profit but businesses must have an FFL regardless of venue. However, if you are buying from them they are not going to charge you a transfer fee. At least not that I've ever heard of.
Kimber is good but way overrated. Springfield is fine for the price. Rock Island is great on a budget. For a good 1911 under a grand take a look at the Sig GSR. I have not shot one but the one I fondled was really nice. They run about $900 around here. I think Smith has some nice ones in that price range as well.
