some countries dont use dogs as pets ... we eat cows ... some people worship cows ... so us killing them for food is fucked up

Using stray dogs for bait purposes isn't the problem here. Even in the USA stray dogs are captured and euthanized. Mutilating and dragging behind a boat A LIVING ANIMAL is the fucking problem. That is utterly inhumane and unacceptable any way you cut it. You want bait? Kill it first for fucks sake.
