what i don't get is the dog has a frikkin collar on... why, if this was a feril dog, would it have a nylon collar on (that imo looks dirty and has been on the dog for a while, leading me to believe it is a pet, not just for purposes of getting the hooks in...

I like dogs, and I don't agree with the stealing of 'pets' for shark baiting.
On the other hand...
If it's strictly stray animals for population, disease and sanitation control, I don't see a big problem. Sure, killing them first is reasonable, but not using them live. Quite frankly, this is a better recycling program than just putting the dogs down and throwing dirt on them. Keep in mind this perspective is entirely logical and not emotional.
