You'll most likely have to sign a contract to get it at $199. But even still, I pay $60 / month now and I don't even have a data plan.
For $60 a month you will get unlimited data and 200 texts plus 450 minutes and like 5,000 weekend minutes plus roll-over. It's not a bad deal at all.

AT&T is preparing to subsidize $200 of the cost of a new iPhone, bringing the price down to $199 for customers who sign two-year contracts, the source says. Apple is expected to have two versions of the new iPhone, an 8-gigabyte-memory and a 16-gigabyte-memory model with price tags widely expected to be $399 and $499.

On AT&T unlimited iPhone 3G data plans for consumers will be available for $30 a month, on top of voice plans starting at $39.99 a month.

If you buy it from the store you do your plan by signing on to itunes at home, if you get it from the ATT store they do your credit check there.
Never mind I just heard due to unlocking phones there making people sign contracts in stores.
