I'm not ATC, so I'm not monitoring the airspace.

Well, it's not called precision approach for nothing....that's 2' accuracy 15 miles out. It's mainly used in inclement weather for when the runway is not very visible.

My modded dublin radar can monitor landing approaches within 2 inches. Got it on ebay.

I was on a plane that landed slightly sideways, but not quite like that. It really scares the crap out of you when you touch down sideways and are suddenly jerked straight.
