Web Designers...
define "web design". From an eCommerse standpoint, there are several teams on the Web group.
Web design: they create the template blueprint to which IT creates the code for. They also tell web content what to make.
IT - folks that create the code
Web content: graphic designers - these people make the images which fit into the code's template

fuggin werd. There are many different jobs in producing a website.
What you have just described is 2 different jobs in 2 different fields. Designing websites is not just plugging in html and making hyperlinks. A short dumb down run down is:
Site Plan: Usually a well designed site map or plan of the website layout
(Graphic Designer, Interface Designer)
Overall Graphics, and aesthetic layout (pictures, page layout, graphics, etc.)
(Graphic Designer)
Implementing all graphics into web page (plugging all the Flash, jpeg, media) layouts that the Graphic Designers have designed into a page
(web developer)
Making what the Graphic Designers and web developers work go live on the internet smoothly
(web IT/programmers)
I went to school and graduated with a BFA Graphic Design. My job if I was involved in web design would be to help the client figure out what concept and content they need and help them acheive it through designing what the website would look like and flow.
After all designs are done in Flash, Dreamweaver, Photoshop, the job is passed to the web developers take over and would plug all those files into HTML or flash. They would fix all files to make it work or be compatible with the web.
The job is then passed to tech/IT to make it go live on the internet.
What you just described you want to do is 2 totally different jobs related to the same end product. It is not impossible to achieve, but you will be working 14+ hours a day just to make decent money doing this yourself. Jobs like this are usualy done in a group of 3-4 people in a small firm.

I wish I would have learned my father's business now, he's in embroidery...like creating the template for designs so they can be mass produced. He has a computer program and a draft board w/ this mouse type thing and punches the design deciding what stitch goes where. He does it like part time and makes enough to get by. Use to be a much more involved process, but tech made it easy

i really like it so far. it's definitely better than working for a public company (on NASDAQ for example). it's so much less strict on doing changes and you're not working in silos. but it is also a lot more political like charlie told me it would be. haha.
but it's really a cool city to work for i think.
