THere is only one speed though, unless you are looking at the speed of the wheels spinning. The speed it moves in relation to the earth. Just like every other measure of speed.

but i think others are thinking in terms of wheel speed
if the speed of the wheels forward is required to be the same as the speed of the conveyer no actual movement can be obtained, thus no the airplane will not take off
