They're full on, non-"SAMPLE ONLY", retail versions. They're exactly what would be sold to a customer.

"Evaluation" is such a loose term. Not only are the decision making folks looking at the content of the discs ... they're checking things like:
+ shelf / store appeal (marketing)
+ size and dimensions (marketing, logistics)
+ market entrance though products stocked (marketing)
+ distribution and stocking (marketing)
and such ...
