911: Public Service?

Default 911: Public Service?

There is a local man attempting to sue :someone:, I guess the local government, because his baby died. He claims he was calling the 911 center for over 20 minutes, but got the busy signal each time.

This prompts my question, can he sue them? Is 911 a public service, or a required city function (my choice of words suck). In that 20 minutes, he probably could have made it to a hospital or something.

if something like this was happening to me.. and i knew were the nearest hospital was... i'd get in the car while continuing to call 911.
