There is a local man attempting to sue :someone:, I guess the local government, because his baby died. He claims he was calling the 911 center for over 20 minutes, but got the busy signal each time.

This prompts my question, can he sue them? Is 911 a public service, or a required city function (my choice of words suck). In that 20 minutes, he probably could have made it to a hospital or something.
