That's kind of odd...in the memo he says a bunch of things, but if you go to the Firearms, Weapons & Knives policy, it lists the following things as permitted:

All other legal gun parts and accessories, including, but not limited to, trigger guards, firing pins, barrels, stocks, butt plates, trigger assemblies, pistol grips, holsters and scopes. Listings for such items must clearly state the type of firearm for which the part or accessory is designed. If this information is not provided, the listing may be ended.

It just means they don't make enough money on it. Just like how they used to not allow pron but now they do because they make so much money on it.

That's not what it means

It just means they're covering their ass because some things are a large liability if it comes out that some mass murderer bought all his shit on ebay.

blame the VT shooter for this. He purchased clips and targets off of eBay.

even toy gun auctions are being banned (TF Megatron).

uhh no if you read the link I posted you will note he said it was because some of the parts used in the gun at VA Tech may have come from Ebay. This is the sole reason given for banning all gun related sales.

I'll revise it. It means they don't make enough money on it to cover any large liability that might come out of some mass murderer that bought all this shit on ebay.

There is no liability though.

If the murderer bought the parts from the gun store down the street then the gun store would not be held at fault unless they sold a firing assembly to a felon or otherwise prohibited person. How a gun is used is no longer the problem of the sales person unless he knowingly sells to a person about to commit a crime.

I'm not talking about a financial liability, I'm talking about the intangibles, ie: reputation. And its not like you can do a background check on someone over the internet on an ebay auction. You have no clue who is actually buying the product.
