Layers allow you to isolate sections of your project, so that you don't mess EVERYTHING up, should you mess up or want to change things around.

Dont be surprise to be working with over 100+ layers

That is if you're drawing... i dunno how extensive photo editing can get

If I'm working on a photo with say, a woman with a greasy forehead, bags under the eyes (including crows feet) zits, and a wrinkled dress, I would put each section on a different layer.

You can merge layers also so that way as soon as your satisfied with a section, you merge it with another to keep the layer count low...

Edit: Can you group them also in Photoshop?
