Default LCD Monitor question

So in regards to the color management for monitors I am noticing my white balance is off. At the top of my LCD whites are grays, and at the bottom, whites are a little closer to white. Now my mouse pointer is blaring white, but if I open paint, the background is gray and not white.

How can I fix this or is it a monitor issue?

If different areas of the monitor are having different issues, it's probably the whole monitor. I don't think any color correction can fix that.

Ok...now the monitor is bright as ever with no color problems...weird.

And HAN is black/gray and not black/murky brown

Make sure the monitor is on and displaying something for a full 30mins before checking out the colors and trying to do color correction.
