what makes Vtec hit harder...

my friend has a 99 4 door GSR and wants vtec to hit harder and louder...

now, im telling him to add cams for best results...
hes saying all he has to do is add CAI and Headers...
Ive never owned a Vtec honda only LS motors, so if you had to do just one mod what would it be, either CAI and headers or Cams????

If he's not hitting vtak hard then he's probably not double clutchin like he shoulda.
