Most of the people in Vietnam can only afford these mopeds. The cars over there cost 3-4 times more than the US and you can't finance 
Straight cash or you can't buy and factor in that some of these people make less than 200 bucks a month. That's why they find creative/dangerous ways to transport stuff.
