they didn't say anything at the emissions place about it...I even told them it's an OBDI computer and engine and they said "you will have to find an OBDII computer...screw it, I don't care, I already found my resolution

I don't think they hook up to a computer here. I think they just put a hose over the tailpipe and measure what comes out - they way it should be anyway.
This worked out well for me when I emissioned a '92 Isuzu Rodeo. It had a gigantic hole in the piping right after the muffler, so none of it's certainly-sub-par emissions were actually coming out of the tailpipe. Passed with flying colors.
