I have a Northface windwall jacket. It's fleece on the outside with a synthetic inner to block the wind, it's pretty warm too. It only costed 100.

my north face jacket is great. it keeps me warm when its really cold but its hard to overheat in it as well. Mines down filled, but you can get a lighter one.
