Or spot weld the lugnuts to the rim. That's what I do.

Locking lugnuts ftw.
I torqued them to 100 ft-lb and broke them loose by kicking my foot down on the 10" tire iron.

this was my suggestion in the "asshole parking job" thread we had a week or two ago. i would never actually do that to someone though.
