Google your state's Legislative Analyst's Office.
If they're anywhere near as tech-savvy as CA's LAO, they'll have summaries of the state propositions available for DL.

Because you need to prove residency and citizenship to vote plus you have to be of legal voting age. Tuesday 7 November is the mid-term general election.
