8. some kind of grounding system Useless junk...I got some household wire I could sell you for that...make you a hell of a deal on it too. Don't waste your money these are gimmicks
9. some kind of ignition system WHY?!?!?! you are not putting out any kind of power to need one!!!

That is as kind as I get today so if you still want to waste your money on this junk list then you go right ahead and have at it. I am honestly telling you like it is and trying to save you a bundle of cash.

Click on my user name, go to profile, looked at the thread I made (not posts), then look for one that I talked about modding my H22 for fun.
And even all of those mods i listed for ~$2K won't be able to put you in the 13. Period.
Cheapest way, get the motor, do the swap, get a good N2O kit, a P28 or P72 chipped. Get them tuned. Prepare to have around $4000 for everything I just said. It's the cheapest way

Approximate cost is close to what his list is going to cost you but the time it takes is another thing.
This list pushed my Accord all motor into a 13.965 time and with some tuning this year (maybe) I will have it in the 13.7 range possibly a bit lower time with a couple additions I have been putting off. This is also on baby slicks (which I broke the bead on 4 times in one day) so you will not see these results on street tires at all.
