1) What type of PC is this
2) Are you pressing the power button in COMPLETELY...I know that sounds stupid but i dont know how many people break the power buttons and not know it and swear there PC doesnt start up.
3) I also say....try unplugging all the peripherals and only leave power to the board....Ive had weird shit like that happen to me before.....CD rom went and for some reason it didnt let me PC boot up...Odd yes....Is it electronics...Yes
4) How good are you with a voltmeter

ya if u want to test the power switch follow the two wires that leads down to your motherboard, disconnect the cord and use a screwdriver or something and tap the two together, but make sure ur not touching the metal when u do that and make sure u dont touch any other pin

Might want to unplug it for a while, then do what Nightshade said and plug it directly into the wall and eliminate the surge protector.

yeah i tried that too...

how can i test the actual power supply?

jump the green wire(pin 14?) with any black one on the connector that powers the mobo.
