CSS Frames are not compatible between IE and Firefox, you have to do hacks and tweaks to get it to look nice between the two.. its a pita.

Tables will generally work between the two but just render a bit slower than CSS frames and yes even IE and firefox can render tables differntly as well, its a true headache for comp geeks.
