Remove it, clean the processor's heat spreader off and reapply and intall the new heatsink fan. It's thermal paste, not super glue.

Yeah, that is a fairly good temp. One program that I absolutely love is PCWizard. It tells you so much about your PC that you would probably otherwise not know. Just keep an eye on your temp for a little while and make sure that you have adequate ventilation.
