Unless you've got a very deep pool of water or something exceptionally squishy next door, you're doomed if you jump. If you were to do so ... you'll hit the pavement fast enough that your head would likely split open like a melon on impact.

Better idea: Grab your floor's fire hose off the reel and tie it to something robust near the window. That would allow you to descend down to within 10 ft of the ground, if not all the way down. (I assume they're required by code in VA; they are in CA.)
