I'd say it wont cost too much more. you can shave off whatever extra is on the bumper and just add the new lip. I've seen in done many times on BMWs and the like. Provided he uses poly lip instead of fiber glass it will be fine.

i have koni/neuspeeds, my car is nice and stiff but not bouncy, i live in western pa land of potholes and have slammed some prettty good and i've never even gotten a flat tire, i have a full thermal cat back exhaust which is pretty quiet, no body kit or engine mods. all in all i like my civic, handles like it's on rails, and i get bad ass gas mileage. plus it looks prtty badass...

I understand the first post, because I've felt the same way. That is why I havent spent any money on my car that I regret. All my mods have had a tasteful, functional nature. If my tastes had changed, I made sure I was able to sell it at least 80% of the price i paid for the part, which also was almost always pre-owned to begin with.
I just know that my next car will be good from the factory (most likely Sti), so modifications, if any, will be limited to good wheels/tires and minor suspension work.

I have owned my car for about 6 years, I have about 5k in go fast parts which nets me over 550hp. There is no bigger rush than stomping the pedal and getting thrown back in the seat. I can sill sell this car for what I bought it for so I really havent lost any money and have driven it for 6 years.
