That is nine hundredTHS, which is 9 parts to a hundred, which is 9 of 100, which is .09 of a dollar.

.09 is a fraction of a dollar. When you say .093 cents, you're saying its a fraction of a cent, meaning that about 11 of these ".093"s would make one cent. I honestly don't know how to break it down more simply than that, so if you can't understand that, I suggest you do a little research on your own.
