My solution, pull it out, put in a test pipe, bolt it back in once a year for inspection, use stainless fasteners so it's really easy.

PA's emission testing is only visual though, they don't actually hook up your car to a machine to check it.... at least not around here. I think it's state wide though. :dunno:

Do you have any other symptoms, for example a low idle? Does the sound happen constantly or just on startup? Does it go away if you give it some gas?

no low idle. only happens during idle & goes away with gas.
