Chuckie posted instructions once, you need to dl psp video- which converts it and then helps you name the file. Hang on let me cut and paste.
1. connect your PSP to your computer so that it shows up as a mounted drive.
2. Create a folder named MP_ROOT
3. Open that folder and create one named 100MNV01
4. IN order for the PSP to see and play the movie it must be put in this folder
b. must start with M4V followed by five digits. (for example first movie would be M4V00001.mp4, next M4V00002.mp4 etc etc)
Same goes for music, you need to put it in the music directory...
Do you read the book :eh:

The BEST Settings for PSP video are as follows (they are presets in the programs listed above).
320x240
300bit rate
29.97 fps
WIDESCREEN MOVIES: if your video is in widescreen the screen resolution is different for TRUE widescreen (not that zoom in shit), it is 368x208
EDIT: link fixed In FFMPEG to create a smaller movie selecet "Better Quality" then '2-Pass Encoding" both under options
Here is a preset I made for widescreen videos for FFMPEG

the BEST possible setting on there i think is 1.5Mbit video (tho the manual states .75)
i still say find rapiz, i'll send it thru IM to anyone who wants it, it allows for non -preset crap... screenshot:
