How do you change lanes?

I do it the way it should be done:
1) Rear view mirror
2) Side view mirror
3) Signal
4) Check blind spot
5) Change lanes
The problem is everyone else uses this order:
Steps 3 and 5 at the same damn time, without bothering with Steps 1, 2 or 4.
Most of the time they forget Step 3 too.
