they do. they even have pedal extensions.
a good friend of mine is 5' exactly and she got booster seats and pedal extensions for her MCoupe. She would not be able to drive the car safely if it wasn't for those items.

I'm only 3/4" taller than you and the civic is fine for me. I have hte steering wheel down all the way and my seat is almost up all the way. Jess (Han Frodo) is 5'3 and her civic is just fine. :dunno:
