Your "friend" knows the answer. "He's" fawk'd !.
Also, didnt this northeastern blizzard hit VA? If so, shouldnt "he" be driving careful since the roads are hazardous?.
Also the charges would be reckless driving.

He's ****ed. I got busted doing 93 in a 65 and paid a $250 fine and got 5 points. 2 more mph and i wouldve lost my license and had 6 points on them when i got them back...so yea, your friend better take some KY with him to court.
It's possible that he got the ticket before the snow storm.
