Get caught stealing cable internet?
we had an "error in billing" situtation at my house before. we had cable tv disconnected back in 95, but continued to get service for free until we got digital cable in 2002. it was only basic cable though.
The cable company was walking our neighborhood one time checking for illegal connections. One of the guys came to my door.
Cable Guy: Do you have cable service?
Me: No.
CG: Well I see a cable attached to your house and was just wondering.
Me: I HAD cable internet once, but since it never worked properly, I had the service discontinued. You're free to take down the cable if you like, I don't need it.
CG: Oh, ok. Nah not necessary. Just checking for illegal connections.

Or you could fairly easily rotate evident IP addresses within unassigned numbers on the same IP so that nobody could find you. A lot of people do this for security...my own evident IP is not my real one, for example.

We should probably make it clear that the moral terpitude required for what the original poster is suggesting is beyond reason, and the risks are not worth the discovery.

If you and your neighbour are box taxing the service beyond whatever the nominal cap is, however, you might draw attention to someone's having bootlegged a modem. Still...without a provisioned modem, it is impossible. Even if you have an IP address assigned from your local provider, it can't be done. Sorry.
It'd probably be smart to pay for either cable tv or internet from the company. That way if he was ever caught he would have a billing error defense instead of $8000 worth of fines.
