Any place that sells Cooper tires should be able to get them. I got them at a local farm store (Farm and Fleet, Fleet Farm, Tiesens) These are some of the local places in Wisconsin/Iowa that carry them.

The price was for a 185/65/14 by the way. I've found that the skinner the tire, the better it handles snow. My 205/50/15's don't do so well.
