They take waaaay more things into consideration than just how good the skiing is. They look at the host city's facilities, their capability to handle that many people, and how well the events will help the economy.

Yeah, if any other city had looked like Athens they wouldn't have chosen it. They chose Athens simply for ceremonial purposes, due to the first modern olympics and all...
