They take waaaay more things into consideration than just how good the skiing is. They look at the host city's facilities, their capability to handle that many people, and how well the events will help the economy.
I mean for gods sake they chose Athens and they barely even finished building in time for the Olympics, so apparently the best city doesn't always win.
