That's an original '90 LS400. The fog lights are the small lights between the main headlights and the grille (similar setup to the G2 Integra). They light up totally yellow, but the lens, as you can see, is clear.

I'm willing to bet you money that there is a little yellow plastic piece inside the housing that surrounds the halogen bulb. My fogs shine a true yellow, but as you can see, You can't tell from the outside that there is a yellow housing around the fog light:
The fogs are on the far inside of each headlight. They DO have a yellow plastic housing.

Im going to have to agree with RB. Im pretty sure that there is a plastic yellow cap inside that housing just like the JDM DA lights.
They show up clear...but shine a very very nice yellow.

a little yellow shiled is definately not necessary. i got yellow fog light bulbs for my accord since the housings are clear. they're REALLY yellow. i wouldn't say lexus yellow - they don't have the same kind of gleam, but they still have a ton of color. i love em! i think maybe different makers might make a better yellow color, one that matches the lexus fog lights a little better. i always thought a good set of yellow ions should do the trick.
