Is it not enough money? Am I aiming too low?

If I could defer payment or somehow get some extra money I'd be ok to go $300-400. I was looking at Zales.com and they had a perfect 1/2 CT TW diamond heart necklace in 18k gold. I think it was either $299 or 399.

Ok, now for a serious post. If you got her a necklace with a ring, some would say that symbolizes you giving her a promise ring. I'm not sure that's the impression you want to give her just yet, since I don't know how long you've been together.

Sorry, I edited a post earlier with how much I was looking to spend.

It'll be 2 years in Feb. We are already getting pressure from friends/family to "set a date". We also live together and have been for.... for ... about 1.5 years now.
