tack rag is the sticky cloth that you use to wipe over the surface to be painted before you start spraying. Its slightly tacky/sticky (hence the name tack rag) and it takes off the last little bits of dust from the surface, for a smoooooth paint job hahah well, at least dirt free

Get you a water hose, some wet/dry sand paper....keep the surface wet and begin to sand. That's all there is to it.

you can but u will get dusk and crap on it.

I know a lot of people who paint cars outside. They just wet sand between coats to Help keep it clean. One thing I can tell you to do is to wet everything around the car to help dust and everything from flying around.
