Default vtec not engaging

I am still having vtec problems............ I have checked the entire system, and everything checks out good. If I am under the hood, and hold the throttle at about 3000 rpm and jump power to the vtec solenoid, it does kick in. I have checked the solenoid, and made sure that the computer is sending the signal to it, and it is. However, when driving down the road it will not go into vtec. At 6000 rpm, the computer is sending the power signal to the vtec, but for some reason it is just not kicking in. But I can manually engage it and make it work if the car is not driving. Any suggestions?

There are a few things that affect VTEC engagement:

RPM
Throttle %
Oil Press
Engine Temp

The things that use those parameters:
ECU
VTEC solenoid
VTEC pressure switch (oil)
Coolant Temp sensor

Make sure there is continuity between the ECU and VTEC solenoid.

Does the check engine light come on while driving?
