Not for street use as a registered passenger vehicle. The reason for left hand drive for right side trafic flow (and vice-versa for UK, Japan, and Aus) is to give the driver the best vantage point for on-comming trafic. You'll see someone swerving into your lane alot faster when you are seated in the center of the street, rather than away from the center.

I've seen 1-2 RHD cars (European) in the state of Georgia before. Why or how they were imported, I don't know...
Is the RHD thing a federal thing or a state thing legally?

There are provisions for exotic, classic, collector vehicles. But they have to be registered as such. I'm sure the stipulations vary by state.

Again, there is special registration for such cars. You can drive them, but you just can't go to your local BMV and register it for 50.00 like a Civic.

untrue. it depends on the state like you said. in Washington state, after it's passed emissions, you simply title and register it like any other vehicle.

side impact door beams, 5mph bumpers, and a smog canister.

that is all. no joke. i wanted them to ship my car over when i moved here from Japan, and they wanted no less than $12,000 to convert only those things to make it legal for US highways and insurance.

anything else they tell you is a lie, cuz their list has been getting longer and the prices are getting higher since they've gained popularity. i originally spoke with them 4 years ago. i also spoke with Sun Motorsports, who quoted me much less, but had recently lost the rights to import the Skyline since they didnt choose to keep their data up to date due to lack of interest at the time.
