Default Ok i have a 97' prelude......

and i need a motor. The crank is scored pretty bad. I am almost positive about this but can i just get an obd1 longblock and then swap all of my obd2 parts onto it? I know this can be dont on the b series but i have no clue about h series. Or would i be better off with just getting the 96+ h22?

I don't think you can convert an obdI to obdII as the motor will not have all of the locations for the extra sensors that OBDII uses. I'm not 100% sure though. I know you can convert OBDII to OBDI and just block off the ports to all of the unused sensors, but I don't think it works the other way around.

You can swap a JDM H22 into a OBD-II Prelude exactly as you described, you need to swap dist, injectors, oil pump and necessary sensors. There's a nice thread on PO about it. The motor cost me about $2500 which was an entire long block from pan to IM as well as the JDM LSD tranny. Install was about $1000 and I couldnt be happier.
