Default H22 Tming Belt-Balancer belt/pulley question

I just did the timing belt/water pump/auto tensioner/balancer belt...ect..ect.. on my 98 Prelude last weekend. I have a quick question for anyone who's done this, when I put the balancer belt adjustable pulley back on, how much tension should I have put on it? (You know how you're supposed to pull up and then tighted the adjusting bolt?)

I've had a strange whine which sounds like a bearing with too much tension on it?

Also is it possible to overtighten the adjusting nut?? My torque wrench wouldnt fit...

if it is to the timing belt adjuster pulley, I do believe it is something like 16ftlbs. if its the actual crank pulley, than its something like 180ftlbs other than that each pulley will be a little bit different. but I think its one of the two you are referring to.
